HIGHLIGHTS

  • Authorities continue to tighten control over free expression in the aftermath of the Sichuan earthquake. Swedish journalist, Ou Fengrui, was barred from reporting in the earthquake zone. For posting online articles critical of the government’s handling of the disaster, rights activist, Huang Qi, has been detained on suspicion of “illegal possession of state secrets” and blogger, Zeng Hongling, has been taken away by police.
  • The Tiananmen Massacre remains taboo nineteen years on. Around June 4, dozens of activists in Beijing and other parts of China were harassed, closely monitored, put under house arrest and detained to prevent them from commemorating the tragedy.

Swedish Journalists Barred from Reporting in Earthquake Zone

On June 4, Swedish journalist, Ou Fengrui (欧丰瑞), was prevented from reporting in Cifeng Township, Pengzhou City and Puyang Township, Dujuangyan City in the aftermath of the May 12 Sichuan earthquake. Although Ou had a journalist’s ID issued by the earthquake relief authorities in May, local police said that he needed one issued in June, of which no journalists appear to be in possession. (64tianwang.com)[i]

Beijing Writers Warned against Writing Commemorative Articles on Tiananmen Massacre

On May 30 and June 1, several Beijing-based independent writers and scholars including Liu Xiaobo (刘晓波), Jiang Qisheng (江棋生), Yu Haocheng (于浩成) and Zhang Zuhua(张祖桦)were questioned for hours by police from the National Security Unit of Beijing Public Security Bureau (PSB) about the commemorative articles they wrote on a new website, Tiananmen Mothers (www.tiananmenmother.org). They were warned against writing articles about the 1989 massacre and the Olympics. (CHRD)[ii]

Hunan Villagers Interrupt Illegal Village Election

On June 9, villagers at Wu Village, Zhajiang Township, Hengyang County, Hunan Province confiscated the ballot box at the village election, claiming that the election was illegal. Without following the procedures for village election, such as having multiple voting stations and a secluded area for voters to mark the ballot, the chair of the local People’s Congress, Fan Weisheng (范伟生), and others brought the ballot box to the villagers’ homes where they could supervise the villagers when they marked the ballot and cast their ‘vote’. Blogger on Sichuan Earthquake Taken away by Police

On June 9, Zeng Hongling (曾宏玲), a survivor of the May 12 Sichaun earthquake, was taken away by police from the National Security Unit in Chengdu City, Sichuan Province. Zeng, a retired worker at Mianyang Xinan University, posted three articles online about the earthquake using the pseudonym Binbin (彬彬). It is believed that she was taken away in connection with the articles. Police also searched her home and confiscated a computer, a video camera and books. She has not yet been released. (64tianwang)

Nineteen Years on, Tiananmen Protesters Still Languish in Prison

As of June 4, at least eight Beijing residents are still imprisoned for participating in pro-democracy protests nineteen years ago in 1989. They include Li Yujun (李玉君) and Zhu Gengsheng (朱更生), who are serving suspended death sentences in Beijing No. 2 Prison, as well as Shi Xuezhi (石学之), Li Zhixin (李志欣), Chang Jingqiang (常景强), Wu Chunqi (武春启), Yang Pu (杨朴) and Miao Deshun (苗德顺), who are serving life terms at Beijing No. 2 Prison, Yanqing Prison and Tianjin Chadian Prison. Human Rights Activist under House Arrest for Commemorating the Tiananmen Massacre

Since June 1, Chen Xi (陈西), a human rights activist from Guizhou Province, has been put under house arrest for attempting to fly to Beijing to commemorate the Tiananmen Massacre. On May 31, Chen was kidnapped by about a dozen policemen at Guiyang Airport. Chen was detained for nine hours without warrant or explanation at Shixi police station in Guiyang City, capital of Guizhou Province. Chen is currently under house arrest. Policemen guard his apartment block and have warned him against going out. On June 5, some policemen even moved into Chen’s apartment to monitor him. (CHRD)[v]

Beijing Dissident Li Jinping Detained Prior to Tiananmen Anniversary

On June 2, Beijing dissident, Li Jinping (李金平) was detained in a black jail at Nali Holiday Resort in Huairou District, Beijing. Li was visiting his mother when he was seized by police from Changying Police Station and the National Security Unit of Beijing PSB Chaoyang District Sub-division. Police told Li that he would be detained until after June 4, but it is unclear whether or not he has been released. Li is known for his public call for a re-evaluation of the legacy of the late Chinese Communist Party (CCP) Secretary Zhao Ziyang, who was known for his sympathy with student demonstrators at Tiananmen Square in 1989. Beijing Lawyer Barred from Commemorating Tiananmen Massacre

Beijing-based lawyer, Pu Zhiqiang (浦志强) was barred from commemorating the 19th Anniversary of the June Fourth Massacre in Tiananmen Square. From June 2, Pu was closely followed by the Beijing police and warned to stay away from the square. In the afternoon of June 3, Pu was taken into police custody for several hours. He was later released, but police continued to monitor him. Qi vowed to commemorate those killed in Tiananmen Square every June 3 and had done so since 1989. At least a dozen other Beijing activists were warned by the police and/or put under ‘residential surveillance’ (监视居住) and house arrest during the 19th Anniversary. (CHRD)

Beijing Intellectual Liu Xiaobo Manhandled on the 19th Anniversary of Tiananmen Crackdown

On June 4, the 19th anniversary of the crackdown on the Tiananmen demonstrations, Liu Xiaobo (刘晓波), prominent Beijing dissident and intellectual, was manhandled by Beijing police. At 6 p.m., Liu and his wife were on their way to dinner when they were stopped outside of their apartment block by officers from the local police station under the Beijing Public Security Bureau (PSB). Police asked Liu to come with them for a ‘chat’. Liu refused. The head of the police station then grabbed Liu’s head and neck while several other policemen grabbed Liu’s arms. Together, they forcibly dragged him to a small house nearby. Liu was released later but continued to be barred from leaving his home. (CHRD)[vii]

Guizhou Rights Activists under House Arrest and Detention for Commemorating the Tiananmen Massacre

In the afternoon of June 4, about 200 police broke up a gathering commemorating the Tiananmen Massacre at a public square in Guizhou Province. Some of those present, including Tian Zuxiang (田祖湘), Wu Damin (吴大敏) and Shen Youlian (申有连), were taken into police custody. Many others were intercepted or put under house arrest. (CHRD)

Shanghai Activist and Citizen Lawyer Feng Zhenghu Detained

On June 5, Feng Zhenghu (冯正虎), a Shanghai rights activist and self-taught “citizen lawyer”, was administratively detained for ten days for “using other means to deliberately disrupt social order”. Feng was taken away by police from Shanghai Public Security Bureau (PSB) Yangpu Sub-division. Police searched Feng’s home and confiscated his computers. It is believed that Feng was being punished for chronicling hundreds of cases of allegations of wrongful decisions by Shanghai courts and distributing a document about the cases to government officials. (CRLW)[viii]

Human Rights Defender Huang Qi Detained by Police

CHRD learned on June 17 that Huang Qi (黄琦), Chengdu-based activist and director of Tianwang Human Rights Center (www.64tianwang.com), has been detained on suspicion of “illegal possession of state secrets”. Huang is currently being held at Chengdu City Detention Center. His family has hired Mo Shaoping (莫少平) as his defense lawyer. Reportedly, Huang was detained for reporting and giving interviews to foreign journalists about protests staged by families of schoolchildren who died in the earthquake.

On June 10, Huang disappeared together with two volunteers of the center, Pu Fei (蒲飞) and Zuo Xiaohuan (左小环) on their way to dinner. The three were forced into a vehicle by unidentified men. It is unclear whether or not Pu and Zuo have been released. (CHRD)[ix]

Disappearance

Democracy Activist Li Hai Disappeared

Since May 31, the whereabouts of Li Hai (李海), student activist during the 1989 Tiananmen massacre and former political prisoner, have been unknown. Li had been under police surveillance since late May, in the lead-up to the U.S.-China human rights dialogue in Beijing. The last sign of Chen was on Skype on May 30, when he told his friends that he might be ‘forced to travel abroad’. (CHRD)[x]

Harassment

Home of Internet Writer Searched

On June 11, the home of Sun Wenguang (孙文广), a retired professor at Shandong University, was searched by nine policemen from the National Security Unit of Jinan City, capital of Shandong Province. They confiscated his computer, portable hardrive, an address book and some articles. The search warrant presented by the police did not state the reasons for the search. Sun believed that his home was searched because of articles he posted online criticizing the government for its handling of the Sichuan earthquake and commemorating the 19th Anniversary of Tiananmen Massacre. (CRLW)[xi]

Hubei Teacher Detained in “Education Class”

Since June 2, Xu Zexin (许泽新), a teachers’ representative from No. 2 Middle School in Douhe Township, Xiantao City, Hubei Province, has been detained in an “education class”–an illegal and secret detention facility–at an unknown location in Douhe.

Since 2007, teachers in Xiantao have been seeking a pay-rise, to which they are legally entitled though the local government has denied it to them. Between May and June 2008, Xu led the teachers in filing lawsuits against the local government, but the courts have refused to accept the case. On June 2, on the pretext of “discussing the issue”, Douhe educational authorities brought Xu to the “education class” and detained. When confronted by Xu’s family, Douhe educational authorities said he was detained on the orders of the Party Secretary of Xiantao City. (CRLW)[xii]

Hubei Petitioner Sent to Re-education through Labor for Petitioning

On June 4, Chen Lianqing (陈连清), a resident of Xinhua District, Shijiazhuang City, Hebei Province, was sent to one year of Re-education through Labor (RTL). Chen was petitioning in Beijing when he was apprehended by Shijiazhuang interceptors and forcibly sent back to his hometown, where he was then sent to RTL. Chen started petitioning after his father’s death in 2004, believing that his father had been murdered and that the local PSB was sheltering the murderers. (CHRD)[xiii]

Wuhan Petitioners Intercepted and Detained in Beijing

On June 9, Dai Youping (戴幼萍) and Zhang Tingting (张婷婷), two petitioners from Wuhan City, Hubei Province were detained at Beijing Fuyoujie Police Station. They had been standing outside Xinhua New Agency when they were stopped by police and interrogated. The police took the two away once they learned that they were petitioners. Dai and Zhang had been petitioning against forced land appropriation and eviction. (CRLW)[xiv]

Beijing Petitioners Detained for Protesting against Forced Eviction

On June 7, three petitioners including Liu Zhixia (刘致霞) were detained for protesting in Tiananmen Square against forced eviction. Liu’s is one of around fifty households that face forced evictions in Houweigou Village, Sunhe Township, Chaoyang District, Beijing. The three were first detained in Sunhe Township Police Station for nearly a day. One was later released, and the two others were transferred to another detention facility. (CRLW)[xv]

Villager Detained for Resisting Forced Demolition

On June 14, Zheng Guofang (郑国芳), a villager from Nanyuedongxi Village, Yixing City, Jiangsu Province was beaten and detained after resisting the forcible demolition of his home. Zheng is being detained in a flat owned by the Yixing Environmental Technology Industry Development Company, the company which demolished his home. Reportedly, the company has forcibly demolished the villagers’ homes without proper legal procedures or provision of appropriate compensation. (CHRD)[xvi]

Torture

Imprisoned Activist Hu Jia Still Denied Access to Adequate Medical Care

Hu Jia (胡佳), imprisoned human rights defender, is still being denied access to adequate medical care. Family said Hu, who suffers from liver cirrhosis, did not look well when they visited him on June 5. Authorities claim that Hu’s health has improved, yet they have denied Hu and his family access to the results of a medical examination conducted in late May. Authorities also claim that Hu has been provided with Vitamin C and Heptodin, a Hepatitis-B medication, but it is unclear whether or not he has had access to liver specialists or has been provided with an appropriate course of treatment. (CHRD)[xvii]

Hubei Farmer Beaten to Death by Urban Inspection Officers

On June 5, Li Siqiao (李四桥), a farmer from Yangliu Village, Jiangjun Road, Dongxihu District, Wuhan City, Hubei Province died following severe beatings by dozens of Urban Inspection Officers (chengguan) on May 23. On May 23, Li was mending a shed on his farm when the officers arrived and disputed the legality of the structure. The officers pushed the shed over and roughly handled and beat Li’s parents. Li tried to stop the officers, and the latter started beating him. Li was rushed to Wuhan Xiehe Hospital where he died twelve days later. (CRLW)[xviii]

Incarcerated Human Rights Defender Liu Jie Tortured

CHRD learned on June 11 that Liu Jie (刘杰), human rights activist and petitioner currently serving 18 months of Re-education through Labor (RTL), was tortured in late May. On May 22, Liu was transferred from Qiqihar RTL camp to Harbin Drug Rehabilitation Center. Soon after her arrival at the Rehabilitation Center, for five consecutive days Liu was reportedly forced to sit on a “tiger bench”, a type of torture commonly practiced by Chinese authorities, according to which the torture victim is made to sit upright on a long bench with her hands tied behind her back. Her thighs are fastened with a rope to the bench while her feet are raised off the floor by bricks placed under her feet. This puts extreme strain on the knees and is a very painful form of torture, especially for an extended period of time. (CHRD)[xix]

Citizens’ Rights Actions

Hebei Pharmaceutical Workers Stage Protest

Since May 1, about fifty workers at Jinnuo Pharmaceuticals in Baoding City, Hebei Province have protested against the company’s decision to move to an illegal building in a remote location. The workers allege that the move will have negative implications for their medical insurance schemes and therefore their livelihood. The workers have petitioned various local authorities but to no avail. So far, the company’s management has also ignored the workers’ protests. (CRLW)[xx]
