The Chinese government has made little improvement in the critical areas of concern identified by CHRD for the first cycle of the Universal Periodic Review (UPR) in 2009, namely: torture and other mistreatment, arbitrary detention, freedom of expression, and harassment of human rights defenders.

民生观察 (Civil Rights & Livelihood Watch) (CRLW) 和权利运动 (Rights campaign) 分别成立于2006年和2008年,其主要工作是通过网站每天收集和记录中国上访维权群体的上访维权活动和在上访维权过程中受到的侵害和打压,并对受害人提供法律等方面的帮助。中国人权捍卫者 (Chinese Human Rights Defenders) (CHRD),主要用英文介绍中国人权捍卫者和上访维权人员的人权状况并提供帮助。本报告分为两部分,第一部分主要叙述中国上访维权群体参加《国家人权行动计划》和《国家人权报告》的依据,历程和受到的打压。第二部分主要叙述中国上访维权受害人群体目前面临的人权问题。
