中国当局使用强迫或非自愿失踪作为一种策略，从首都到偏远地区，在民众心中制造恐怖，威胁任何敢于在网上或街头挑战政府的人。根据联合国的记录，截至去年，中国共有168起未解决的强迫失踪案件。根据CHRD的记录，自2019年以来，至少有30名异议人士确认失踪。在强迫失踪受害者国际日（8月30日）之际，CHRD敦促中国政府停止使用强迫失踪，这在国际法下是严格禁止的。中国政府应该签署并批准《保护所有人免遭强迫失踪国际公约》。
