（人权捍卫者网络，2026年9月16日）——人权捍卫者网络（CHRD）今天发布的研究报告显示，中国政府官员对狱中良心犯施加酷刑和虐待，却几乎完全逃避罪责。这份长达53页的报告题为《欲盖弥彰：中国政府杜绝酷刑的制度性失败》。报告分析了从2016年至2025年十年期间全国各地发生的209起涉嫌酷刑的案例，以及对25名获释良心犯、家属和律师的访谈，发现警方和监狱管理人员持续普遍使用酷刑，通常是为了刑讯逼供，政府有关部门基本没有对受害者、家属和律师的酷刑指控展开调查、追究罪责。
