中国政府没有采取有效措施来消除针对妇女的性暴力。作为《消除对妇女一切形式歧视公约》的缔约国,中国政府无视《公约》规定的义务,《公约》要求各国有效解决针对妇女和女童的基于性别的暴力(GBV)并提供有实际意义的补救措施。事实上,中国官方人员经常实施这种暴力—-从警察对女性人权维护者的性虐待到新疆的 “计划生育 “官员为防止维吾尔族人生育而实施的强制堕胎和绝育。
