人权理事会官方网站:http://www.ohchr.org/CH/HRBodies/HRC/Pages/HRCIndex.aspx   人权理事会于2006年3月15日根据联合国大会第60/251号决议而成立,取代了前人权委员会,成为负责处理人权事务重要的联合国政府之间的机构。 成员: 人权理事会由47个成员国组成,成员国以直选方式由联大成员国不记名多数票选出。选举成员国的考虑因素之一是候选国家的人权记录和自愿人权许诺和承诺情况。理事会成员国任期三年,连续两届连任后不可再参加连任竞选。 成员国如存在严重和系统性侵犯人权的行为,联合国大会可以出席并表决的成员国的三 分之二多数决定暂停其理事会成员资格。 中国担任理事会成员 -> 2006-2012年,2014-2016年,2017-2019年 链接:人权理事会选举, 现有成员 会议: 人权理事会每年在日内瓦万国宫召开三次常会,会期总共不少于十周。理事会的重点会议(为期四周)一般在三月举行。理事会应成员国的要求也可召开特别会议,特别会议的召开需要至少获得三分之一以上成员国的支持。 任务和机制: A. 普遍定期审议 B. 人权理事会咨询委员会 C. 投诉程序 D. 特别程序   民间人士如何参与? 非政府组织的参与 指南
