中国当局使用强迫或非自愿失踪作为一种策略,从首都到偏远地区,在民众心中制造恐怖,威胁任何敢于在网上或街头挑战政府的人。根据联合国的记录,截至去年,中国共有168起未解决的强迫失踪案件。根据CHRD的记录,自2019年以来,至少有30名异议人士确认失踪。在强迫失踪受害者国际日(8月30日)之际,CHRD敦促中国政府停止使用强迫失踪,这在国际法下是严格禁止的。中国政府应该签署并批准《保护所有人免遭强迫失踪国际公约》。

我們是以下連署之人權團體,於貴機關發布《聯合國維吾爾人權報告》兩週年之際特此致信。這份報告具有里程碑意義。其中,基於中國官方檔案以及受害者與倖存者的訪談,此報告證實了酷刑、大規模無理拘禁等侵害的發生,造成無數家庭分離,並進一步推斷出,中國政府的行為「可能構成國際犯罪,尤其是危害人類罪」。
