中国人权捍卫者网络欢迎美国政府将中国警官高岩列为《全球马格尼斯基问责法》的52名制裁对象之一。2014年1月至2016年10月期间，高岩担任北京朝阳区公安分局局长一职。根据这一法案，在「指挥责任」这一原则下，高岩被制裁是因为在曹顺利被拘留在朝阳看守所期间，警方对她施行酷刑和非人道待遇，包括拒绝提供适当的医疗，拒绝律师多次提出的“保外就医“的请求，最终导致她的病情严重恶化，送到警方严守的医院急救无效死亡。另外也是因为他在朝阳区担任其它警方职位期间发生在朝阳看守所的多起人权侵犯事件，包括对艾未未、王荔虹、李海、许乃来等人的任意羁押和酷刑。

Guangdong activist Li Xiaoling (李小玲) was arrested after she commemorated the Tiananmen Massacre. Guangdong rights lawyer Liu Yao (刘尧) lost his appeal over a 20-year sentence. Gao Zhisheng (高智晟) is in custody in Beijing after disappearing from house arrest on August 13.
