“人权小额资助”项目旨在为遭受人权侵犯的受害者（尤其是人权捍卫者）提供寻求司法救济的法律援助； 为受到迫害的人权捍卫者提供人道援助； 并支持维护和倡导人权、追究侵犯人权的罪责等公民行动。本项目同时致力于督促中国政府兑现《世界人权宣言》并落实中国政府批准加入的各项国际人权公约，促使国内法的制订和实施与国际人权标准接轨，保障公民、政治、经济、社会、文化等方面的基本人权。

中国人权捍卫者网络欢迎美国政府将中国警官高岩列为《全球马格尼斯基问责法》的52名制裁对象之一。2014年1月至2016年10月期间，高岩担任北京朝阳区公安分局局长一职。根据这一法案，在「指挥责任」这一原则下，高岩被制裁是因为在曹顺利被拘留在朝阳看守所期间，警方对她施行酷刑和非人道待遇，包括拒绝提供适当的医疗，拒绝律师多次提出的“保外就医“的请求，最终导致她的病情严重恶化，送到警方严守的医院急救无效死亡。另外也是因为他在朝阳区担任其它警方职位期间发生在朝阳看守所的多起人权侵犯事件，包括对艾未未、王荔虹、李海、许乃来等人的任意羁押和酷刑。

The US Government has designated Gao Yan (高岩) for sanctions under the Global Magnitsky Human Rights Accountability Act for his role in the death of Chinese activist Cao Shunli in March 2014, while he was the chief of the Chaoyang District Public Security Bureau Branch in Beijing.

（中国人权捍卫者网络——2017年12月10日）——在纪念今年的12月10日世界人权日之际，中国人权捍卫者网络（CHRD）认为，国际社会必须非常警惕中国政府全球攻势，中国正试图瓦解国际人权的核心准则。自2017年1月习近平在日内瓦万国宫发表演说以来，中国政府已经重新开始推销「中国特色人权观」，将「发展」置于人权之上，用经济增长取代保护经济社会人权。这一轮新的攻势标志着习近平“复兴中国”的民族主义运动出现了对外扩张的拐点，开始向全世界推销「中国模式」。

（中国人权捍卫者网络CHRD – 2017年11月30日） 无论是在公共空间和个人生活领域，中国广泛存在着妇女受到性别歧视和权利受侵犯的现象。 比如针对妇女的暴力非常普遍，而且这类事件往往得不到司法机关调查，犯罪嫌疑人却逍遥法外。在习近平治下，对妇女权益的保护更像是一场海市蜃楼。习近平正不断强化党对公民社会的管控，一些妇女人权捍卫者和从事女权倡导的非政府组织成为了政府的打压目标。在标示11月25日“消除针对妇女暴力国际日”和11月29日的“妇女人权捍卫者国际日”之际，面对中国当今现状，中国妇女所处的恶劣环境令人无比担忧。
